Understanding VAT in Tunisia

Value Added Tax (VAT) is one of the most important indirect taxes in the Tunisian fiscal system. It applies to the majority of goods and services traded on Tunisian territory. Understanding the different VAT rates and applying them correctly is essential for any entrepreneur or professional operating in Tunisia.

The three VAT rates in Tunisia

The standard rate of 19% applies to most goods and services. This is the default rate for consumer products, professional services, construction work and most commercial transactions.

The reduced rate of 13% applies to certain specific products and services, including hotel services, some restaurant services, passenger transport and certain tourism-related services.

The reduced rate of 7% applies to essential goods such as basic food products, pharmaceutical products, medical equipment and certain healthcare services.

The fiscal stamp

In addition to VAT, Tunisian law requires a 1 DT fiscal stamp on certain invoices and commercial documents. This stamp is added to the tax-inclusive amount and must appear on applicable invoices. Businesses subject to VAT must collect this stamp on behalf of the State.

Who is subject to VAT in Tunisia?

All natural and legal persons engaged in industrial, commercial or service activities in Tunisia are subject to VAT. Auto-entrepreneurs whose turnover exceeds certain thresholds set by the finance law are also subject to this obligation. VAT declaration and payment are made monthly to the tax administration.
